Remove :copy from define-keymap

* doc/lispref/keymaps.texi (Changing Key Bindings): Update
documentation.

* lisp/subr.el (define-keymap):
(define-keymap--define): Remove :copy from the signature.

* lisp/net/eww.el (eww-link-keymap): Use :parent.
